Housing Act 2004: the new law
This is a major measure that aims to improve standards for private housing. Local authorities have new powers to deal with substandard dwellings and there is new system under which all houses in multiple occupation have to be licensed. And authorities also have important new powers to license private landlords. Changes too to the rights of tenants in both the public and the private sectors with changes to the right to buy and a new tenancy deposit scheme. And private developers have the right to apply for social housing grant.
